Abstract

The focus of this research was the Community-based Tourism Policy Implementation Strategy of the Bono Tourism Area in Pelalawan Regency Riau Province. This research aims to explain and analyze the effectiveness and the factors that influence the effectiveness of the Community-based Tourism Policy Implementation Strategy of Bono Tourism Area. Furthermore, this research used qualitative method with data collection techniques in the form of observation, in-depth interviews and literature study with the theory used was Grindle's theory (1980), and for CBT with Suansri's theory (2003). The results have shown that the policy implementation Strategy CBT for Bono Tourism Area in Pelalawan Riau Province is in accordance with the research focus related to Policy Content, Policy Context and CBT Principles as one of the factors to describe the effectiveness of Policy Implementation Strategy CBT in developing the Bono Tourism Area for improving the economy and welfare of local communities. Furthermore, the novelty of the recent research divided into each dimension. They are Communication in Policy Content, Responsibility and Rights in Policy context and Cultural Principle in CBT Principle. In order to run Policy Implementation Strategies effectively. Maintaining the Local Cultural Uniqueness indicator is significant.
